Barbados has an independent judiciary composed of magistrate courts, which are statutorily authorized, and a Supreme Court, which is constitutionally mandated. The Supreme Court consists of the high court and the court of appeals, each with four judges. The Chief Justice serves on both the high court and the court of appeals. The court of last resort is the Judicial Committee of Her Majesty's Privy Council in London, whose decisions are binding on all parties. Judges of the Supreme Court are appointed by the governor general on the recommendation of the prime minister after consultation with the leader of the opposition. Though one might assume the island deals with severe tropical storms and hurricanes during the rainy season it actually does not. The island gets brushed or hit every 3.09 years and the average number of years between direct hurricane hits is once every 26.6 years. Beginning in about the 1940s, when the Crop Over Festival was cancelled due to the decline of the sugarcane industry, Barbados has seen the influx of popular music from other countries, including the United States, United Kingdom, Jamaica and Cuba. With the slave population approaching three times the white population, many slave owners feared revolts. This led to the Slave Consolidation Act in 1826, which reaffirmed the ban on drums and horns. Christian missionaries also discouraged the performance of African music, which pushed the field underground, where it was passed through secret societies and rituals. Traditional trading partners include: Canada, the Caribbean Community (especially Trinidad and Tobago), the United Kingdom, and the United States. The largest Carnival cultural events which take place in Barbados are the Congaline Festival and Crop Over Festival as known internationally. Following emancipation, ensembles consisting of snare and bass drums, flute and triangle emerged; these were called tuk bands, and may have been based on British fife-and-drum corps. They used African polyrhythms and syncopation, and accompanied the community dance troupe Landship, which simulated the movement of ships at sea through dance, as well as at various kinds of celebrations and festivals. Traditional African music continued in spite of legal restrictions, including the use of drums and rattles, and declamatory and improvised call and response vocals. Much African music was used in Obeah, an African religion found throughout the island. By the beginning of the 19th century, slaves provided most of the musical accompaniment for plantation festivities, such as the Harvest Home, while the white elites participate in dignity balls. Economic growth has led to net increases in employment in the tourism sector, as well as in construction and other services sub-sectors of the economy. The public service remains Barbados' largest single employer. Total labor force has increased from 126,000 in 1993 to 140,0000 persons in 2000, and unemployment has dropped significantly from over 20% in the early 1990s to 9.3% at the end of 2000. The island is well developed and there are many local quality-hotels known internationally which offer world-class accommodations. Timeshares are available, and many of the smaller local hotels and private vilas which dot the island have space available if booked months in advanced. The southern and western coasts of Barbados are popular, with its calm light blue Caribbean sea and fine white and pink sandy beaches. Along the islands' east coast the Atlantic Ocean side are tumbling-waves which are perfect for surfing, but a little bit risky with it's under-tow currents.
