On July 4, 1973, Barbados, Trinidad and Tobago, Guyana, and Jamaica signed a treaty in Trinidad to found the Caribbean Community (CARICOM). In May 1974, most of the remaining English-speaking Caribbean states joined CARICOM, which now has 14 members. Barbados also is a member of the Caribbean Development Bank, established in 1970, with headquarters in Bridgetown. The eastern Caribbean's Regional Security System, which associates Barbados with six other island nations, also is headquartered in Barbados. In July 1994, Barbados joined the newly established Association of Caribbean States (ACS). Historically, the Barbadian economy had been dependent on sugarcane cultivation and related activities, but production in recent years has been diversified into the manufacturing and tourism sectors. Offshore finance and information services have become increasingly important foreign exchange earners, and there is also a healthy interest into the island's light manufacturing sector. In the last ten years the Government has been seen as business-friendly and economically sound. Since the late 1990's the island has seen an increasing construction boom, the island began to see new hotels, re-developments, new homes, office complexes, condos, and mansions being developed across the island. In the 1980s, jazz decline dgreatly in popularity, though saxophonist Arturo Tappin organized the International Barbados/Caribbean Jazz Festival, while other performances were organized by a group called the Friends of Jazz. More jazz calypso fusion musicians appeared on the scene during this period, including Janice Robertson and her Trinidadian husband Raf Shopping districts are another treat in Barbados, with its ample amount of duty-free shopping. There is also a festive nightlife available in mainly tourist areas like the Saint Lawrence Gap. Other attractions include wildlife reserves, jewelry stores, scuba diving, helicopter rides, golf, festivals, sight seeing, cave exploration, exotic drinks and fine clothes shopping. The largest Carnival cultural events which take place in Barbados are the Congaline Festival and Crop Over Festival as known internationally. In 1937, riots over poverty and disenfranchisement occurred, and people like Clement Payne had risen to fame advocating reform. In that year, Payne was deported and riots broke out in Bridgetown, spreading throughout the island. The following year, the Barbados Labour Party was formed by C. A. Braithwaite and Grantley Adams. Though inhabited prior to the 16th century, little is known about Barbadian music prior to the arrival of the Portuguese in 1536 and then the English in 1627. The Portuguese left little influence, but English culture and music helped shape the island's heritage. Irish and Scottish settlers emigrated in the 17th century, working in the tobacco industry, bringing yet more new music to the island. The middle of the 1700s saw the decline of the tobacco industry and the rise of sugarcane, as well as the introduction of large numbers of African slaves. Modern Barbadian music is thus largely a combination of English and African elements, with Irish, Scottish, and modern American and Caribbean (especially Jamaican) influences as well. In the early 1970s, jazz fan and critic Carl Moore launched a project to keep jazz alive on the island, while Zanda Alexander's performance in Bridgetown in 1972 is said to be the first Caribbean jazz festival. Oscar Peterson's 1976 performance in Trinidad also inspired Barbadian musicians, as did the radio program Jazz Jam, which was broadcast starting in the mid-70s on the Caribbean Broadcast Corporation. In 1983, however, the Belair Jazz Club closed, and was not replaced by any long-term clubs. The smaller of the two events is the Congaline Festival, which takes place during the last week of March. The Crop Over Carnival which includes various musical competitions, and other traditional activities usually kicks into high gear from the beginning of July, and ends in its entirety during the first week of August. The ruling BLP was decisively returned to power in January 1999 elections, winning 26 seats in the Parliament with the DLP only winning two seats. The Prime Minister, Owen Arthur, who also serves as Minister of Finance, has given a high priority to economic development. The main opposition party, the DLP, is led by David Thompson. The three political parties of Barbados--the Barbados Labour Party (BLP), the Democratic Labour Party (DLP), and the National Democratic Party (NDP)--are all moderate and have no major ideological differences; electoral contests and political disputes often have personal overtones. The major political problems facing Barbados today are in promoting economic growth: creating jobs, encouraging agricultural diversification, attracting small industry, and promoting tourism. After years of peaceful and democratic progress, Barbados became an independent state within the Commonwealth of Nations on November 30, 1966. As the sugar industry developed into the main commercial enterprise, Barbados was divided into large plantation estates which replace the small holdings of the early British settlers. Some of the displaced farmers relocated to British colonies in North America, most notably South Carolina. To work the plantations, slaves were brought from Africa; the slave trade ceased a few years before the abolition of slavery throughout the British empire in 1834. Progress toward more democratic government for Barbados was made in 1951, when universal adult suffrage was introduced. This was followed by steps toward increased self-government, and in 1961, Barbados achieved internal autonomy. Slavery in Barbados was finally ended in 1838, and newly-emancipated blacks celebrated with instruments including drums and horns, as well as banjos, tambourines and xylophones. Still, however, the use of horns and drums was discouraged, leading to the primacy of vocal music; at the same time, new Protestant churches from North American moved into the island, bringing with them American parlor music, cowboy songs and revivalist hymns.
