From the arrival of the first British settlers in 1627-1628 until independence in 1966, Barbados was under uninterrupted British control. Nevertheless, Barbados always enjoyed a large measure of local autonomy. Its House of Assembly began meeting in 1639. Barbados has diplomatic missions headed by resident ambassadors or high commissioners in Canada, the U.K., the U.S., and Venezuela, and at the European Union (Brussels) and the UN. It also has resident consuls general in Toronto, Miami, and New York City. Australia, Brazil, Cuba, Canada, Colombia, People's Republic of China, Guatemala, the United Kingdom, the United States, and Venezuela have ambassadors or high commissioners resident in Barbados Traditional African music continued in spite of legal restrictions, including the use of drums and rattles, and declamatory and improvised call and response vocals. Much African music was used in Obeah, an African religion found throughout the island. By the beginning of the 19th century, slaves provided most of the musical accompaniment for plantation festivities, such as the Harvest Home, while the white elites participate in dignity balls. Slavery in Barbados was finally ended in 1838, and newly-emancipated blacks celebrated with instruments including drums and horns, as well as banjos, tambourines and xylophones. Still, however, the use of horns and drums was discouraged, leading to the primacy of vocal music; at the same time, new Protestant churches from North American moved into the island, bringing with them American parlor music, cowboy songs and revivalist hymns. The island is divided into 11 parishes and the city of Bridgetown for administrative purposes. There is no local government. Barbados' defense expenditures account for about 2.5% of the government budget. In the 1980s, jazz decline dgreatly in popularity, though saxophonist Arturo Tappin organized the International Barbados/Caribbean Jazz Festival, while other performances were organized by a group called the Friends of Jazz. More jazz calypso fusion musicians appeared on the scene during this period, including Janice Robertson and her Trinidadian husband Raf Shopping districts are another treat in Barbados, with its ample amount of duty-free shopping. There is also a festive nightlife available in mainly tourist areas like the Saint Lawrence Gap. Other attractions include wildlife reserves, jewelry stores, scuba diving, helicopter rides, golf, festivals, sight seeing, cave exploration, exotic drinks and fine clothes shopping. Under its constitution, Barbados is a parliamentary democracy modeled on the British system. The Governor-General represents the Monarch. Control of the government rests with the cabinet, headed by the Prime Minister and responsible to the Parliament. Barbados is a relatively flat island, rising gently to central highland region, the highest point being Mount Hillaby at 336 m. It is located in a slightly eccentric position in the Atlantic Ocean compared to other Caribbean islands. The climate is tropical, with a rainy season from June to October. Local politics were dominated by plantation owners and merchants of British descent. It was not until the 1930s that a movement for political rights was begun by the descendants of emancipated slaves. One of the leaders of this movement, Sir Grantley Adams, founded the Barbados Labour Party in 1938.
